I took an ESL writing course at a community college when I was overseas and i believe that improved my English skills not only of reading/writing but of listening/speaking. No Japanese in my class other than me. I also recommend to watch kids TV shows or sitcoms for teenagers before (or along with) watching news programs or drama for adults. Hope it helps.
